UK Prime Minister Andy Burnham announced that VAT will be removed from domestic electricity bills starting October 1, 2026, in his first major policy move after taking office, saving the average household around 45 pounds a year. Burnham told his newly appointed cabinet that his government would be a ‘cost-of-living government,’ funding the roughly 850 million pound tax cut by scrapping his predecessor Keir Starmer’s planned Digital ID scheme.

What Burnham Announced
Andy Burnham, who replaced Keir Starmer as UK prime minister in July 2026, used his first significant policy announcement to cut value-added tax on consumer electricity bills. From October 1, electricity bills will be VAT-free, saving an average household around 45 pounds, or roughly 61 dollars, a year, the government said in a statement. Speaking to his cabinet before their first private meeting, Burnham said ministers needed to give the public “a sense that help is coming,” framing the move as the start of what he called a “cost-of-living government.”
How the Cut Is Being Funded
The tax cut will cost the government about 850 million pounds in the current financial year. The government said it would be funded by cancelling Keir Starmer’s plan for a Digital ID scheme, which would have cost taxpayers around 1.8 billion pounds. Burnham told his cabinet that despite the new spending, “we’ve got to show fiscal discipline,” pledging to always “show how we’re going to pay” for new policies rather than simply adding to borrowing.
Criticism of the Policy
The move has faced pushback from within Labour’s own ranks. Darren Jones, formerly chief secretary under Starmer, questioned how the government would fund the cut, arguing the scrapped Digital ID programme was itself unfunded, which he said left a roughly 250 million pound gap versus the full 1.8 billion pound saving being claimed. Consumer finance expert Martin Lewis also cautioned that “in practice people won’t feel much benefit,” noting the energy price cap is separately predicted to rise 3.1 percent in October, which would offset much of the VAT saving for many households.
Why This Matters Beyond the Policy Itself
The energy VAT cut is significant less for its size and more for what it signals about Burnham’s early priorities as prime minister. Coming on his second day in Downing Street, it was designed as a clear, easily understood signal that his government would focus on cost-of-living pressures, an area where Starmer’s government had struggled to convince voters it was delivering. Burnham also faces a difficult backdrop: unpredictable energy prices linked to the ongoing US-Iran conflict, alongside strict fiscal rules requiring him to balance spending against tax revenue, leave him with limited room to manoeuvre on bigger economic promises.
What This Means for UK Households
For most households, the practical savings from this specific cut are modest, roughly 45 pounds a year, and may be partly or fully offset by the separately rising energy price cap. The bigger signal for households is political rather than financial for now: it indicates the direction Burnham intends to take on cost-of-living policy, and further announcements are likely as his government tries to distinguish itself from Starmer’s approach heading toward the next general election, expected by 2029.
How This Fits Burnhamu2019s Broader Political Strategy
The timing of the announcement, delivered before Burnham had even completed his first full day as prime minister, was clearly designed to draw a sharp early contrast with his predecessor. Keir Starmeru2019s government had faced sustained criticism for policy reversals and a perceived disconnect from ordinary votersu2019 cost-of-living concerns, and Burnham used his opening act in office to signal a different approach: fast, visible, and framed explicitly around household bills. Political analysts note that leading with a tangible, easily explained tax cut, rather than a more complex structural reform, is a common early-days move for new leaders trying to build momentum and public goodwill quickly.
How the UKu2019s Energy Tax Compares Internationally
VAT on domestic energy bills has long been a point of political debate in the UK, with previous governments periodically floating and shelving similar cuts depending on the fiscal climate. Compared with several European countries that already apply reduced or zero VAT rates on household energy, the UKu2019s standard rate had been seen by critics as an outlier, making this cut a move toward alignment with peer economies rather than an entirely novel policy. Whether Burnham extends similar relief to gas bills or other household costs will likely depend on how much fiscal room his government has left after funding this initial measure.
What Happens Next?
Watch for the VAT cut to take effect on October 1, 2026, and for confirmation of how the roughly 250 million pound funding gap flagged by critics will be addressed. Further cost-of-living measures are likely from Burnham’s government in the coming months, particularly if energy prices remain volatile due to the ongoing Middle East conflict.
Frequently Asked Questions
When does the UK electricity VAT cut start?
The VAT cut on domestic electricity bills takes effect from October 1, 2026.
How much will households save from the VAT cut?
The government estimates average household savings of around 45 pounds a year.
How is the energy VAT cut being paid for?
By cancelling the previously planned Digital ID scheme, which would have cost around 1.8 billion pounds.
Who is Andy Burnham?
Andy Burnham is the UK’s prime minister as of July 2026, having replaced Keir Starmer as Labour leader.
Will the VAT cut actually lower my energy bill?
The savings may be partly offset by a separate rise in the energy price cap predicted for October, according to consumer finance expert Martin Lewis. Households on prepayment meters or in fuel poverty are expected to be closely tracked in any follow-up assessment of the policy, since flat-rate VAT savings tend to help higher energy users proportionally more than very low-usage households.
